  • Overview

    The Senior Proposal Analyst’s primary focus will be to serve as a federal proposal manager preparing submissions to government agencies, including components of the Department of Health and Human Services, such as BARDA, as well as the Department of Defense.  The ideal candidate will have demonstrated project management experience.

    Responsibilities

    • Contribute to the evaluation of federal business opportunities
    • Liaise with internal decision makers about potential opportunities
    • Track the progress of opportunities throughout the procurement lifecycle
    • Lead pre-RFP capture teams, including development of win themes, value propositions, teaming partnerships, cost/price estimates, competitor analysis, etc.
    • Conduct federal proposal development activities across multiple opportunities as needed
    • Conduct federal compliance and federal award administration activities as needed
    • Serve as the lead Proposal Manager for select federal proposals:
      • Formulate proposal strategy
      • Monitor proposal compliance with the RFP requirements
      • Create and manage proposal team timelines
      • Facilitate and contribute to persuasive proposal content creation
      • Contribute to and manage project budget creation
      • Manage competitive range responses
      • Facilitate initiation of awarded projects
    • Assist with federal compliance and federal award administration duties on an as needed basis.

    Qualifications

    • BA/BS or higher with a minimum of 5 years of relevant work experience
    • Proficiency in Microsoft Word; competency in Microsoft Excel, Microsoft Project, SharePoint, and Adobe Acrobat is strongly preferred
    • Experience working on proposal submission teams and/or managing clinical projects
    • Ability to create tables, graphics, and charts with an eye to print publication
    • Intermediate-level proficiency editing/compiling complicated documents and/or creating project budgets
    • Demonstrated comfort interacting directly with clients or business partners and managing those relationships
    • Ability to work as part of a multi-functional team
    • Ability to communicate and relate to a diverse number of co-workers, and external contacts
    • Capacity to manage multiple projects at one time
    • Exhibit exceptional interpersonal skills that create credibility and trust throughout the organization
    • Ability to quickly understand new concepts and processes
    • Ability to self-organize and multitask in a fast-paced environment while maintaining strong attention to detail
    • Excellent professional writing skills, strong verbal communications skills, and the ability to read and interpret documents of significant complexity
