Director, Proposals & Contracts

We are seeking a Director, Contracts & Proposals to join Rho’s federal business unit, a collaborative team of professionals focused on producing quality proposals and administering federal contract awards.


The ideal candidate will be able to work across both proposal and contract administration activities and have extensive previous experience working with federally funded research projects. This position is dynamic in nature due to the evolving legislative and legal environment; therefore, it requires an ability to respond to change and reprioritize based on changing demands. Individuals who have solely focused on grants administration will not be considered.  This is an individual contributor position.


  • Contribute to the evaluation of federal business opportunities
  • Track the progress of opportunities throughout the procurement lifecycle
  • Conduct federal capture and proposal development activities across multiple opportunities as needed
  • Ability to regularly initiate, champion and participate as a team member on complex processes and projects
  • Manage project budget creation and lead business proposal development
  • Perform federal award administration duties throughout award lifecycle, serving as lead administrator on select contracts
  • Direct and oversee contracts and subcontracts throughout lifecycle from capture, bid and proposal through contract award to include contract compliance, administration of deliverables and closeout
  • Oversee federal teaming partner and vendor agreements in collaboration with legal staff
  • Conduct organizational and award-specific federal contractor compliance activities
  • Ensure compliance with internal and external policies and procedures
  • Analyze, interpret and resolve complex contractual issues
  • Track and manage contract and task order periods of performance
  • Manage contract and subcontract modifications
  • Foster and maintain excellent working relationships with government contracting officers, government technical representatives, and other contractors


  • BA/BS or higher
  • Minimum of 10 years of relevant experience
  • Strong working knowledge of the FAR
  • Proficient in Microsoft Word; competency in Microsoft Excel, SharePoint, and Adobe Acrobat is strongly preferred
  • Ability to self-organize and multitask in a fast-paced environment while maintaining strong attention to detail
  • Experience with Government-wide Acquisition Contracts (GWACs) will bring added value (e.g., Oasis, CIO-SP3).
  • Excellent professional writing skills, strong verbal communications skills, and the ability to read and interpret documents of significant complexity
  • Extensive previous experience interacting directly with clients or business partners and managing those relationships is preferred
  • Experience working collaboratively within all areas of an organization
  • Ability to handle sensitive or confidential information with appropriate discretion


Additional skills and experience that are desirable include the following:

  • Proficiency editing/compiling complicated documents and/or creating project budgets
  • Ability to create tables, graphics, and charts with an eye to print publication
  • Experience conducting federal market research using publicly available resources
